We will establish the Tier I systems of academic, behavioral, and wellness support required to guarantee high-quality first instruction for all.

The Why

Year 1 is grounded in the MTSS Framework, which identifies Universal Support as the first and most critical step toward high-quality implementation. Evidence-based practices must be accessible to all students, regardless of subgroup status. Priorities are QSF Element 3 (Curriculum) and Element 6 (Instruction), ensuring best first instruction for every child. By establishing the Assessment Triangle — Cognition, Observation, Interpretation — we create feedback loops for teachers and parents. Aligned with the SoLD framework, we build supportive environments, strong relationships, and community. We move from random acts of family involvement toward an intentional, systemic partnership from birth to adulthood.

Students Learning and Thriving

  • Strengthen Tier I instructional strategies by designing and implementing coherent curriculum maps with essential standards.
  • Design and implement MTSS-aligned intervention blocks at all school sites to ensure targeted academic support.
  • Establish universal screeners and progress monitoring tools to identify and respond to individual student needs.
  • Design and implement individual academic and career plans (ACPs) to guide every student toward post-secondary success.
  • Expand dual enrollment and CTE courses to increase college and career readiness experiences.

Continuous Improvement through Data and Reflection

  • Design and implement formative, interim, and summative assessment systems to drive instructional decision-making.
  • Provide teacher training on assessment literacy to balance cognition, observation, and interpretation.
  • Design and implement site-based instructional rounds to build leadership capacity and instructional consistency.
  • Design and implement districtwide instructional frameworks and calibrations to ensure high-quality first instruction.
  • Design and implement real-time dashboards for continuous monitoring of student outcomes and program impact.

Shared Leadership and Collective Responsibility

  • Design and implement site leadership teams inclusive of classified staff, certificated staff, students, and families.
  • Launch a principal pipeline program featuring mentoring and shadowing to develop local leadership talent.
  • Establish stakeholder councils for major district initiatives to ensure shared decision-making.
  • Align annual site plans to the district mission and the Quality Schooling Framework (QSF).
  • Design and implement regular listening sessions with staff and families to build relational trust.

Whole Child Development

  • Design and implement site-based mental health and wellness centers to ensure students are emotionally and physically safe.
  • Integrate SEL curriculum into daily and weekly instruction using a K-12 scope and sequence.
  • Design and implement Positive Behavior Interventions and Supports (PBIS) systems to promote inclusive environments.
  • Establish site-based MTSS teams with clear tiered protocols for academic, behavioral, and wellness domains.
  • Design and implement a whole child dashboard to monitor non-academic indicators of student success.

Equity in Access, Treatment, and Outcomes

  • Audit and redesign master schedules to ensure equitable access to academic, enrichment, and extracurricular programs.
  • Create equity teams at each school site to review disaggregated data and identify disparities.
  • Expand translation services and multilingual family outreach to ensure all families are engaged partners.
  • Design and implement equity-focused resource allocation protocols to meet individual student needs with intentionality.
  • Design and implement public equity dashboards to provide transparency regarding student outcomes and opportunities.

Assessment Literacy

100% of teaching staff will complete training on the Assessment Triangle (Cognition, Observation, Interpretation).

Universal Screening

100% of students assessed using universal screeners (DRA, Amira, STAR) from day one.

Infrastructure

100% of school sites will have active Site Leadership Teams and Equity Teams.

Tier I Fidelity

Achieve a baseline implementation score on the MTSS Fidelity Integrity Assessment across all campuses.
